Missouri’s Access to Recovery II: Partnering for Excellence
The Access to Recovery (ATR) Program is part of a Presidential initiative to provide client choice among substance abuse clinical treatment and recovery support service providers, expand access to a comprehensive array of clinical treatment and recovery support options (including faith-based programmatic options), and increase substance abuse treatment capacity.
Missouri’s second Access to Recovery grant (“ATR II”) builds upon the success of the first project by improving and expanding a statewide voucher system that affords genuine, free, and independent choice among a diverse group of clinical treatment and recovery support providers. Under ATR II, Missouri will enhance clinical services with evidence-based methamphetamine treatment tracks and expand the network of recovery support providers. The well-established clinical treatment and recovery support structure will continue to serve a broad spectrum of people but prioritize three critical populations, including methamphetamine users, offenders transitioning from prison to the community, and veterans returning from the Iraq-Afghan war.
Through its long-term relationship with Committed Caring Faith Communities (CCFC) and the newly created Office of Faith-Based and Community Partnerships within the Division of Alcohol and Drug Abuse, Missouri will recruit, train, and enroll additional recovery support providers, primarily in underserved rural areas of the state, bringing the total number of recovery support providers to at least 100 statewide. Recovery support providers where methamphetamine use is most prevalent – southwestern and central regions – will receive specific training on working with methamphetamine users.
Missouri will build upon its existing partnership with the Missouri Department of Corrections by expanding the network of recovery support providers and services to offenders with substance abuse problems who are transitioning from prison to the community.
What are Recovery Support Services?
Recovery supports are a collection of non clinical services that support recovery from alcohol and drug addiction. ATR II funded recovery support services include; care coordination, re-entry coordination, child care, drop-in center, brief periods of supportive housing, family engagement, pastoral counseling, recovery mentoring, spiritual life skills, transportation, and work preparation.

How to Become an ATR II Recovery Support Provider
To become an ATR II recovery support provider your organization must first achieve credentialed status. The documents available at the links below describe requirements for credentialed status. The completed credentialed status application packet should be sent to Committed Caring Faith Communities (CCFC). CCFC evaluates the application packet and awards credentialed status. The credentials application packet is then forwarded to the Department of Mental Health where a contractual service agreement is created and sent to the provider organization. After the credentialed organization signs and returns the DMH contractual service agreement the provider organization is eligible to begin receiving ATR II vouchers for recovery support services.
